 What Is This Thing Called LockOut/Tagout
 

Lockout is the process of turning off and locking out the flow of energy from a power source to a piece of equipment or a circuit, and keeping it locked out. This is accomplished by installing a lockout device at the power source.

Tagout is placing a tag on the power source. The tag acts as a warning not to restore energy — it is NOT a physical restraint. Tags must clearly state: DO NOT START.

What must be locked or tagged out?

The construction rules actually mention lockout/tagout in only a few places. A lockout/tagout program, such as in general industry, does not exist. Although the specific rules are limited, OSHA expects you to always protect your employees from situations that can cause injury or illness. In situations where there is not a specific construction regulation, the general duty clause would apply. The limited construction rules require you to do the following for electrical controls, equipment and circuits:

· Tag all controls that are to be deactivated during the course of work on energized or deenergized equipment or circuits.

· Render equipment or circuits that are deenergized inoperative and attach tags at all points where such equipment or circuits can be energized.

Place tags to plainly identify the equipment or circuits being worked on.

For mechanical equipment, the construction rules require the following:

· No employee is permitted to perform maintenance or repair activity on equipment (such as compressors, mixers, screens, or pumps used for concrete and masonry construction activities) where the inadvertent operation of the equipment could occur and cause injury. The exception would be if all potential hazardous energy sources have been locked out and tagged.

Tags must read DO NOT START or similar language to indicate that the equipment is not to be operated.

Although lockout/tagout is mentioned in the construction rules at 29 CFR 1926.417 and 1926.702, those rules can be applied to all electrical and mechanical lockout/tagout situations at your worksite.

Another approach would be to follow the general industry lockout/tagout standard at §1910.147 and put together a written program to cover all lockout/tagout situations at your worksites.

Increase visibility
  • Retro-reflective clothing
  • Flashing lights on body/clothing
  • Retro-reflective tape on equipment
  • Good work area lighting
Know your surroundings
  • Vehicle and equipment paths
  • Assigned work areas
  • Safe paths to/from work locations
  • On foot, watch out for equipment
  • On equipment, watch for workers

Use SPECIAL PRECAUTIONS at the site for night work.

Provide clear signage
  • Position signs for best visibility
  • Use changing message/arrow signs
  • Space drums, cones closer
  • Proper lighting, contrast work lights from warning lights
Inspect traffic control setup
  • Inspect frequently
  • Test drive to highlight problems

Night work is not normal. You must compensate.

On the worksite
  • Eat protein-rich meals, avoid sugars and fats
  • Drink water, avoid caffeine
At home
  • Make sleep a priority
  • Follow a pre-sleep routine
  • Have light snack before bed
  • Keep daylight out
  • Eat family meals together
  • Plan daytime social activities

Workplace Safety

The Delaware Insurance Department, through coordination with the Delaware Compensation Rating Bureau, offers employers an opportunity to lower workers’ compensation insurance premiums by participating in the Delaware Workplace Safety Program. Businesses with exposure within the state, may earn discounts up to 19% by providing and maintaining a safe place to work. Safety in the workplace is not an option, however, the opportunity to earn rewards by meeting this responsibility has given employers needed incentives. Since the program’s inception in 1989, employers have saved millions of dollars in premiums, and more importantly, have enhanced the safety and health of their employees. Diamond Materials has applied and will be inspected as a participating company in the program. Inspections will be no-notice. Now is the time to prepare. Take a look at your operations, is your crew using the proper PPE, are first aid kits filled with needed items, are you putting Safety First?

Blue Ball Properties Project

Traffic switched back onto Route 202 from the 6-Lane Temporary Roadway

During the weekend of December 2, 2005, traffic patterns reverted from the temporary by-pass back onto Route 202 within the Blue Ball Properties project area just in time for the holidays. Helping with the traffic switch was William Messing, Diamond Materials Maintenance of Traffic Foreman.

Diamond Materials, LLC is credited with the paving on the project placing 42,814 tons of base and top hot mix between April and December 2005 to complete the months of work on the project by R. E. Pierson’s Construction employees.

The shift in traffic patterns, which extended from Augustine Cut-Off to Independence Mall, marked the conclusion of the project’s major construction phase that included the construction of two major bridges. Leading the bridge construction was Foremen Roger Loucks, Everado Casillas, Jesus Loya and Kary Nelson of R. E. Pierson.

The Blue Ball Properties project began as a study in 1999 when AstraZeneca decided to relocate its North American headquarters to the Blue Ball area. Diverting traffic from Route 202 allowed for the construction of two new underpasses of the existing highway, as well as all the associated roadway ramps. With the completion of this phase of the project, back on December 5 traffic resumed its normal route along the improved Route 202.
